Usage
Using Crime Creator: creating gangs in game, headquarters and upgrades, ranks and permissions, the crime tablet, missions, territory wars, PvP battles, graffiti, drug selling and money laundering.
Crime Creator has four interfaces, and it helps to know which is which from the start. Admins build the world in one; gang members run their organization in the other three.

FiveM Crime Creator in-game admin creator for gangs, territories, missions and PvP zones on ESX, QBCore and Qbox servers
Crime Creator is not a list of gangs sitting in a neighbourhood. A new organization starts with an empty base, no vehicles and no money, and has to earn everything else:
Members take missions from the tablet — graffiti, drug sales, vehicle theft, wars — and earn XP and money.
XP raises the organization's level, which unlocks season pass rewards: money, items and vehicles.
Money buys upgrades — a bigger stash, more garage slots, cameras, a vault, access to money laundering — and vehicles from the vehicle store.
Owning territories lets members sell drugs on the corners and collect protection money — and rival gangs take them away through territory wars.

Creator → Organizations → create. The list on the left can be searched, and every organization has a Teleport button. Positions are never typed: each point is placed in the world with a free camera.

What it sets
Interior Type
Shell, IPL or MLO — what the headquarters is. Switching type clears the interior already chosen.
Organization Label
The name shown everywhere: tablet, rankings, Dark Chat, wars.
Owner
Search a player by name. They become the boss. A player can only belong to one organization.
Organization Color
Used for graffiti, territory blips, the map and the colour forced on garage vehicles.
Zone Points
The outline of the base. The boss menu, the garage and the headquarters entrance only work inside it.
Entry
The door members use to enter the headquarters (shell and IPL).
Garage
Where vehicles are taken out and stored, with the direction they face.
Blip
Name, sprite (default 310), colour (default 3), scale (0.2–1) and position. Visible to every player; switch it off for a secret hideout.
FiveM gang creation interface showing crime organization setup, gang colors, zone, base location and headquarters setup
An interior spawned below the map from Config.Shells (11 included). Pick it with the arrow keys, then place the Exit inside it. Each organization gets its own private copy of the world inside.
IPL
One of the 30 GTA interiors in Config.IplData: Eclipse apartment, Arcadius office, nightclub, clubhouses, cocaine, meth and weed labs, counterfeit cash, document forgery, warehouses, bunker, garages and mansions. The apartment and office have paid themes. Needs bob74_ipl.
MLO
A building already on your map. Pick its doors with the camera; members can lock and unlock them with E.
Press Zone Points and click each corner of the base on the ground. You need at least four points, and the outline turns green once it is long enough (Config.MinPointLength). A corner cannot sit inside another organization's zone, and every other point of this organization must be inside it.

Taxing
A protection-money point inside a territory: label, payment min/max, location, optional ped, and how often it can be collected (hourly, daily or monthly × a value).
PvP Battles

Every organization has two balances. Deposits of black_money go to dirty money; cash and bank go to clean money (Config.FinanceMoneyTypes). Clean money pays for upgrades, vehicles, the premium season pass and wars. The ledger records every movement, including automatic ones like a war's start cost or a vehicle purchase, and the analytics show daily, weekly and monthly revenue, 30-day expenses and profit.
Members walk up to the entrance and press E (or use the target option when Config.UseTarget is on). Outsiders cannot get in; in target mode they can ring the doorbell. Inside a shell the weather is frozen and the organization has its own private copy of the world.

Boss menu → Management → Locate Wardrobe or Locate Storage. Walk to the spot and press G. Needs the owner or the Set Locations right.
Use them
E opens the stash (Access Stash right) or the wardrobe (Access Wardrobe right), which uses your clothing resource. The stash starts at Config.DefaultStashData (30 slots) and grows with the stash upgrades. Furniture with its own stash or wardrobe works the same way.
Lock the vault
With the Vault Lock upgrade, the owner presses G at the stash to set or remove 4-digit codes. From then on the stash asks for a code before opening.
Management → Decorate House. Hundreds of props across kitchen, bathroom, bedroom, living and garden (config/furniture.lua), bought with the player's own money (Config.MoneyType) and sold back for 30% (Config.SellObjectCommision). Only one member can decorate at a time.

With Config.Cleaning on, dust and rubbish appear inside an occupied headquarters every 10 minutes, up to 10 pieces. Members sweep it with E — or buy a cleaning robot from the furniture catalogue, which leaves its dock, roams the room collecting junk and returns on its own (Config.CleanerRobot).
At the organization's garage point, E on foot opens the vehicle list and E in a car stores it — only the organization's own plates. A vehicle comes out with its saved tuning, the keys, and the organization's colour (ForceOrganizationColorOnSpawn).
Setting
Default
Meaning
DefaultSlots
1
Garage slots of a new organization. Upgrades add more, up to MaxSlots (50).
ImpoundPrice
5000
A car left out that no longer exists goes to the impound; getting it back costs this in cash.
SellPricePercent
30
Share of the purchase price paid back to clean money when a stored car is sold.
SyncToFrameworkVehicles
true
Mirrors the cars into owned_vehicles / player_vehicles so trunks and gloveboxes keep their contents.
The Vehicle Store tab sells the cars an admin added in the creator, with Limited Offers on top showing a countdown and how many are left. A purchase needs the Vehicle Store right, a free garage slot and enough clean money; the car goes straight into the garage. If the buyer is sitting in a car, its colours are copied onto the new one.
FiveM gang vehicle shop with limited stock vehicles for criminal organizations
An organization's level comes from its total XP, using Config.MissionSystem.XPFormula.LevelUpXP — by default 1000 + level × 500: level 2 at 1,500 XP, level 3 at 2,000, level 4 at 2,500. XP comes from missions (rare ×1.5, epic ×2, legendary ×3), money laundering deliveries and PvP rewards, and is never taken away.
The Season Pass has up to 100 levels, each with a free and a premium reward. Any member can claim a reward once the organization reaches its level:
Money goes to the organization's clean balance.
Vehicles go to the organization garage.
Items go to the inventory of the member who claims them.
Premium is bought once per season by the owner or boss, with clean money, and unlocks the premium track for every member. After the end date the pass is hidden until an admin sets up the next season. Reward types and rarities are listed in Config.RewardTypes and Config.RewardRarities.

Missions are taken from the tablet's Missions app with Take Mission. Each one is personal — only the member who took it makes progress — but its daily limit is shared by the whole organization and resets at midnight on the database clock. A member can run up to Config.MissionSystem.DailyMissionLimit (5) missions at once.

When a mission completes, its XP goes to the organization straight away (and to the member's personal stats). Money and items wait under Completed Missions until the member presses Claim Rewards. Cancel Mission drops an active one.
The list lives in config/missions.lua. Each mission combines a type and target_type — graffiti/spray_count, graffiti/remove_count, drug_selling/drug_sale_amount, territory_war/war_win, vehicle_theft/vehicle_delivery — with a target, a daily limit, a rarity and rewards of money, xp or item:

A random car from Config.VehicleTheft.vehicles spawns at one of the spawn points with a red blip and a GPS route. You already have its keys. There is a 15% chance (Config.VehicleTheftPoliceCallChance) that police are alerted.
Deliver it
Once inside, a delivery blip appears. Drive to it and press E. If you leave the car, a marker leads you back to it; if it is destroyed, the mission is cancelled.
Claim
The car disappears and the mission completes. Claim the reward from the tablet.
FiveM gang daily missions with rewards and XP progression in the crime tablet
A territory is a zone on the map that one organization owns. It shows as a coloured area blip in the owner's colour (Config.DisableTerritoryBlips hides them, leaving them on the tablet only). Owning a territory is what lets your members:
Sell drugs on its corners.
Collect taxes at its taxing points.
A taxing point is a ped (or just a spot) placed by an admin inside a territory. A member of the owning organization stands inside the territory and presses E — Collect taxing — to receive a random amount between the point's minimum and maximum in cash. The collection is recorded in the organization's ledger, and the point is closed until its timer (hourly, daily or monthly) runs out. During a war on that territory, either side can collect it.
FiveM gang territory map with tax income and territory control for criminal organizations
Territories change hands through wars. Starting, accepting or answering one needs the Access Wars or Manage Wars right; other members see the Wars app in read-only mode. There are two ways to start one:
Tablet → Map → click a territory → Start War. The war starts at once against the current owner, scored on points.
Costs WarStartCost ($50,000) of clean money.
Needs WarMinPlayers members online (1).
Not possible while the territory is already at war or protected after its last war.
Tablet → Wars → Send request. Challenge another organization, which accepts or rejects it from its Requests tab within 48 hours.
Territory: one of theirs, or map-wide.
Objective: Classic (points), Kills against the enemy, or Drug sales count — with a target from 1 to 9,999.
Reward: an optional clean-money prize for the winner, paid from the challenger's bank.
On acceptance, the start cost and the prize are taken from the challenger and the war begins.
A war lasts WarDuration minutes (10). On the classic objective, both sides score inside the territory:
Action
Points
Collecting the territory's taxing point
+100 (TaxStolen)
Selling drugs in the territory
One third of the sale price (DrugSaleMultiplier 0.33)
Kills and drug-sales wars end early when a side reaches the target. Otherwise the highest score or progress wins when time runs out; a tie goes to the defender (WarObjectiveTieFavorsDefender). The winner takes the territory, collects the prize, and the territory is protected from new wars for WarProtectionDuration (2 days).
FiveM gang wars and territory fights between criminal organizations
PvP battles are server events created by an admin: a zone, a start time, a duration and rewards. Invited organizations see a PvP Battle Invitation in the tablet's Missions app; the owner, the boss or a rank with Accept PvP accepts it. An organization can only be in one battle at a time, and can withdraw until it starts.
Before it starts, the zone is a red skull on the map.
While it runs, every living member inside the zone earns 1 point per second for their organization.
Each death in the zone costs the organization DeathPenalty (10) points.
Players are warned at 10, 5 and 1 minutes (NotificationTimes).
The highest score wins the rewards: XP to the organization, money to its clean balance, a vehicle to its garage, or items to the first member online.

Config.RobberyChance (15%) — the buyer grabs the bags and runs. Take the thief down and press E on the body to get them back.
Config.PoliceCallChance (15%) — a witness calls the police through your dispatch. Config.RequiredCops sets how many officers must be on duty to sell at all.

Needs the Money Laundering Access upgrade and the Money Laundering right. Settings are in Config.MoneyLaundering (config/missions.lua).
Meet the contact
Go to the contact shown on the tablet map and press E. You need at least $5,000 in black money (minBlackMoney) and pay $500 plus a $1,000 van deposit in cash. One run per player per day (limitPerDay).
Drive the route
A van is waiting with its keys. Drive to each drop-off in order and press E in the van. Each drop turns $400–800 of black money into clean cash and earns the organization 150 XP.
Return the van
Bring it back to where it spawned and press E for a 300 XP completion bonus. To quit early, press E at the contact while in the van — the deposit is returned.

The Black Market is where organization members trade with each other. A seller lists an item from their inventory with a quantity and a unit price — the items leave their inventory at once and are held by the market. Buyers search, filter by item or organization, fill a basket and check out; the items arrive in their inventory. The seller's money waits in Earnings until they press Collect all. Cancelling a listing returns the unsold items.
Dark Chat is a single room shared by every organization member on the server, with each message tagged by the sender's organization. In the Profile app, Appear anonymous in Dark Chat hides your name and picture — the organization tag still shows, and server logs keep the real author. Messages are limited to 500 characters, one every 3 seconds and 20 a minute (Config.CrimeTablet.DarkChat).

Two tools that work for anyone, gang member or not:
binoculars — a first-person view; the mouse wheel zooms, BACKSPACE exits. Closes when you get in a vehicle. Tuned in Config.Binoculars.
vehiclegps — use it next to a vehicle (within 4 m) to plant a tracker in 4 seconds. Only you see its blip, live, until the vehicle disappears or you disconnect. Up to 20 at once (Config.GpsTracker).
