Version bump to stay in step with the suite

fxmanifest.lua only. Replace that one file, or drop the whole folder in — either works, because nothing else in the resource differs from your current install.

There is no reason to update this resource on its own. Update it when you update qs-police-creator, so the suite reports one version.

Why it moves at all

All five resources carry the same version, and the in-game updater compares each of them against the release tag. A resource left behind reports as out of date for ever, so the automatic dispatch alerts move too.

Shootings, speeding, vehicle theft and the rest are unchanged. The alerts they raise are received by qs-police-creator, which is where this release did its work.
